phonon4qt5-backend-vlc, plasma-nm5, speech-dispatcher, and
opensuse-welcome to distro == leap.
+ Explicitly add phonon-vlc-qt6 on tumbleweed; allow vlc and
vlc-qt on Tumbleweed for Plasma6.
