I see in #1158313 an open question, with only a partial answer so far -- is splitting off each gnunet library actually useful? The shlib packaging policy allows things to be bundled if they are strongly interrelated.

Yes it useful. First this is an upstream choice. Mirroring this in packaging provided cleaner separation of the libraries, including their transient dependencies. The next consumer libgnunetchat (SR#1158749) only pulls in a subset.

Also this spec exists now, and works, and does not break anything. If both works, take this one.
