Looks like the condition in the spec is forgotten.

There is no condition in openSUSE:Factory (https://build.opensuse.org/projects/openSUSE:Factory/packages/libsodium/files/libsodium.spec?expand=1) or ALP either. I think it's okay to stick to their specfiles as closely as possible.

Maybe disable LTO for ppc64le only in this case?
