Enable FluidSynth plugin using an optional package

Rationale for this request:

  • It's been 10 years since the removal of this plugin and it might be a good idea to re-evaluate this decision.
  • Debian (and it's derivatives) and Fedora packages this plugin, but they seem fine without crash issues related to FluidSynth.
  • I'm unable to produce the crash described in the comment with video files from https://tools.woolyss.com/html5-audio-video-tester/, music files encoded using AAC, MP3, Opus, FLAC and many MIDI files.
