Looks good to me. Should this rather be maintained in the security project?

I don't have strong opinions about where it should land.

I think d:l:p has some needed dependencies for 15.6 which are not part of the distribution so it would help with my personal deployments / testing until I figure out if this can be shipped.

In my personal project I see

nothing provides python3-maturin >= 0.14

but it's there in https://build.opensuse.org/package/show/devel:languages:python/python-maturin .

Same situation for https://build.opensuse.org/package/show/home:robert_munteanu/python-saltstack-age with python3-hatchling. Not yet sure for the python3-pytest-salt-factories, which is in a different sub-project.

Check if you are using the sle15 macro %{?sle15_python_module_pythons}, that most packages already have. Then they build for python311 on SLES15/Leap15, which has a lot of newer things available. And are no longer available for python3 aka 3.6
