This will probably require several changes in openQA tests because the reboot skips GRUB and initrd during a soft-reboot now. It will have to be checked whether the system actually did a soft-reboot instead.

Yes, the messages that /etc cannot be unmounted are well known though.
They are caused by https://github.com/systemd/systemd/issues/13947, and this is happening since a long time already, see e.g. the video of the previous run in https://openqa.opensuse.org/tests/4273686/video?filename=video.webm (timestamp: 15:49:43).
I'm not really sure why this pops up only now, but I assume it is because the messages will stay on screen a bit longer and / or the messages survive the soft-reboot and get persisted in the journal later.
The failure is because it expects GRUB. It fails exactly as expected.
I should add: The system is and has been working perfectly fine despite of that message.
