I'm not sure how to handle this one, as I'm not sure how it impacts Leap.

Everything Qt6 Based (LXQt >= 2.0) uses lxqt2-build-tools

lxqt-build-tools is only required for Qt5 platform support on anything Tumbleweed Based, it's not actually used for anything anymore except as a build dependency for libfm-qt5, lxqt-qt5plugin, and libqt5xdg, so more than anything this is just a rename of lxqt-build-tools to lxqt-build-tools-qt5 to make it clear that it's only for Qt5. Can lxqt-build-tools be dropped without affecting leap, as lxqt-build-tools-qt5 gives the proper Provides: ?

Leap 15.6 is still using LXQt = 1.4, so lxqt-build-tools = 0.13.0 is still going to be needed there, until the next Leap Update.

Or is my thinking off here somewhere?

Just add a Conflicts: lxqt-build-tools-devel - the two packages cannot be installed parallel (and are unlikely to need parallel installations, so extra work seems just wasted). The conflict gives the info to RPM/Zypp that the two packages do not mingle
