This sounds wrong - Requiring libraries with a conversion is not the point of the BuildRequires. llvm*-devel is responsible to bring the library with it
llvm-devel is the 'OS default llvm version' - requiring this OR llvmXX-devel - both makes not really a lot of sense (preferably using the default)
ups, that was mistake when merging my spec file with giulianos
Please use python3-* - use OS primary python variant (except for SLE 15SPx, where you might reaslly need python311, but then it should be conditionalized). I.e when TW moves to python 3.12 or newer, the dep should simply follow without further actions
