Yes and no. It will install, because it's only Suggests (requires or recommends do not let you install it without having zfs from somewhere), it will not break cockpit (adds even the ZFS manager to the menu), but obviously when clicking on it, it will ask you to install/enable zfs

Adding to that, yes Factory has services, otherwise obs_scm wouldn't work
