CC @darix @crameleon This should incporporate darix' state of step-cli into the package in the security project.

There are small differences, Groups for shell completions and things like that. I am not emotional on those, so feel free to discuss.

For the longterm I would propose to create a subpackage for the systemd unit things, so people only requiring the binary can omit having a the systemd services and configuration files installed. But that is a separate discussion.
