tests done: I checked TW dependencies, for all packages this should be a drop-in replacement when rebuilt. Plus more testing on protobuf + mumble.

There is some disk space reduction for small bespoke systems, would be even more if we wouldn't duplicate the license text. For system that have both old lib packages installed set there is no saving but an increase from the overhead.
