set from Recommends to Requires.

this is fixed via prjconf backport from tumbleweed for 15.6.
This is not the right fix. It pollutes every installation of pip on every OS with certificate-mozilla.
The motivation to fix 15.6 obs builds does not legitimate requiring installing unneeded packages for Tumbleweed and slowroll users.

Because the 15.6 target for d:l:p is not a production one. The only one relevant is backports.
I am on it, but you of all people are not the one to tell me what to do. I only interfere here because I do not want unnecessary crap in Tumbleweed.
97% of Tumbleweed packages in d:l:p build just fine without your submit.
Not true, there have been multiple attempts at fixing it. I'm running out of options to avoid the build cycles which prevent integration into tumbleweed, and this is just one of the many.
