It needs to be %{!?_distconfdir: %global _distconfdir /usr/etc} to match what the .service files are doing.

I tried that, but it doesn't fix the FTBFS because "nothing owns /usr/etc" in 15.x

This package is not designed for SLES15 anymore (means is in many places incompatible), it's using a deprecated method to call podman with a systemd servcie and many container meanwhile don't exist anymore.
This package doesn't make any sense in SLES15 and should be completely removed from PackageHub.
Beside that this fix only makes the package build on SLES15, but not working.
