Seems odd to have this package in the Virtualization project. @olh, why do we have it there?
I do not know the history of this pkg, the log does not reveal where it came from 10 years ago.

Do we know the users of this package, and if they will be affected by this?
Don't know ... I use libcgroup on a NAS from QNAP to start kodi within a cgroup which forbids swapping out the kodi process. Indeed libcgroup is powerful but have not build a long time for Factory and Tumbleweed also systemd has dropped init scripts ... now this version is in compliance with systemd .... also I've added two systemd service units below the examples I have found at https://aur.archlinux.org/libcgroup.git/ ... together with the pam package or cgexec tool this is powerful.
