I'm going to decline this for 2 reasons:
1. the package name is misspelled
2. this package does not belong to devel:languages:python. We generally only accept packages that are related to the python ecosystem, not everything written in python, so this would belong to devel:languages:rust

Also we already have a very similar package called cargo-packaging, so maybe discuss with the maintainers of devel:languages:rust if this is even needed.
