I think something is not working correctly. I downloaded the Tumbleweed python311-salt package to inspect the file list and metadata and something is off:

% rpm -q --provides ~/tmp/dwnl/python311-salt* 2>/dev/null | grep call
salt-call = 3006.0-56.1
% rpm -q -l ~/tmp/dwnl/python311-salt* 2>/dev/null | grep call
# shows no output

Fixes it.

I'm not sure about the requires: on salt-call instead of requires: python3X-salt. I think it's clearer to require both in salt.rpm
