=> Added / removed patches need to be mentioned by name in .changes, in
order to get a full trail of life cycles.

Additionally, all those comments look like work-in-progress packaging (commented out patches, commented out sources...). Not the reason to decline it, just an additional mention.

The patches which are (by number) mentioned to be dropped also remain (mostly) in the package... only ntop-python_fix.patch is really dropped.
