I want to maintain xview in Factory and would like to use X11:utilities as the devel project. I'm not sure if this is best fitting project, however I've noticed that xaw3d is hosted here, which is widget toolkit, just like the xview.

You can have your devel project, but before the package is accepted in factory there are some things to fix.
E.g. your libs should be in %_libdir not in /usr/lib on x86_64
And why do you create the profile.d in %post and not as part of the package?
and please run osc service localrun format_spec_file
