I see two issues:
plasma-sdk fails to build (plasmate has been removed and split out to its own git repo, so the package filelist is wrong).
breeze-gtk doesn't need gtk3 BuildRequires anymore, and passing -DWITH_GTK3_VERSION to cmake doesn't make sense anymore either.
From its changelog: * Remove gtk+-3 build dep, install versioned gtk.css dirs unconditionally
I complained upstream about the repo split and change for plasmate (see kde-release-team) because this move was done after beta. For now I would say we adjust plasma-sdk to the lack of plasmate.
