What part of systemd do you really need? It's generally advised to use pkgconfig(systemd) as this allows OBS to pick systemd-mini, drastically improving the build-tree when things like this can be built.
This has been there since the package was created and was inherited from the WALinuxAgent package which is replaced by this. There is nothing here that really needs systemd during build.
In this case, we should probably take it out of the .spec - systemd is already moved behind kernel due to EFI support and it's really killing the buzz on rebuild triggers/times.
