renamed implies obsoleting old package names, which seems not to be done (completely), as we get:

found conflict of python-zc_buildout-2.2.1-3.7.noarch with python2-zc.buildout-2.9.4-2.1.noarch:

The obsoletes is in place - but is replaced to be python- / python3- by the macros...

This is what I get for a local build:

rpm -q --obsoletes -p /var/tmp/build-root/openSUSE_Tumbleweed-x86_64/home/abuild/rpmbuild/RPMS/noarch/python2-zc.buildout-2.9.4-0.noarch.rpm python-zc.buildout < 2.9.4-0 python2-zc_buildout < 2.9.4

Shouldn't the first one match the python-zc_buildout-2.2.1-3.7.noarch cited by you?
