potential candidate to cause https://openqa.opensuse.org/tests/527063#step/upgrade_select/5
Will split libzypp to a staging of its own to validate
Filed as bug https://bugzilla.opensuse.org/show_bug.cgi?id=1067992
I heard from SLE staging that they same problem appeared there, so we are definitively looking at a libzypp regression / something else that would need to catch up
https://bugzilla.opensuse.org/show_bug.cgi?id=1067992 is still an issue
