Wireshark is a new dep in TW (not sure that was intentionally disabled) - which means wireshark newly has to come to ring1 - and together with it also lua51 (which should rather disappear than being promoted)

Is that intentional?

The wireshark plugin has been disabled for a while, but people are complaining about that now. And the reason it was disabled is no longer relevant, so there is no reason not to enable it IMO.
