+- Reintroduce kde4 subpackage (now qt4 build with openssl-1.1)

This is incorrect for two reasons:

• libqt4/openssl1.1 is not yet landed in TW yet (It's being staged)
• the condition to enable kdeintegration is wrong suse_Version < 1500 hits openSUSE up to 13.2 plus Leap 42.x; It does not match Leap15 (1500) and TW (1550)

I had to re-add the condition to have it enabled only on Leaps as the qt4/openssl-1.1 did not in fact land yet.

@DimStar Btw do we have some depcycle on what on basic gnome image still pulls gtk2 if it would not be worth reducing?

It is in TW now (which doesn't matter as a BuildIgnore works in any case), so please fix (I'm getting a lot of reports about ibus being annoying)
