- Don't include the headers files in sdt-devel
- Add systemtap-headers to Requires of sdt-devel, so that it
provides the same files as before. [fate#324969]
- Created new specfile systemtap-headers.spec, so bootstrap cycles
packages can use them without blowing up the cycle.

This causes trouble. As headers is not coming from the same .spec file, the rebuild counters are not forcibly in sync. I can use the bcntsynctag, but that only works for packages in the same project, which in turn will mean I can have -headers in ring0 and systemap in ring1; and this is exactly why you split out the headers to start with, in order to not blow up the bootstrap ring
... CAN'T have -headers in ring0 and systemtap in ring1 ...
Needs discussion/decision about systemtap-headers
