IMHO, this has to wait for at least rpmlint being updated to accept SPDX-2.0 AND SPDX-3.0 in TW. Only once this is done, we can send code to users that updates their spec files to spdx-3

Accept to openSUSE:Factory
I'm worried this is too quick - we should at least have the rpmlint fixes in places to accept SPDX-3.0, before we commit code to user that replaces their spdx-2.0 tags by spdx-3.0...
Yep, I thought you can put it to the sr for the format_spec_file from coolo and simply glue them all in
There is a difference between ring and non-ring packages; anyway, I'll just keep this one in the queue until RPMLint / format_spec_file is ready to be merged. Then this one can go in too
