The <= does not work how one would expect really... I would recommend just putting there unversioned obsolete. Also FWIW it seems this package does not have URL defined, overlook?
I thought <= works more or less so, although the checker complains? But I don't mind much, this is a one-off action, after all, so let's remove the version constraints.
URL tag seems just overlooked, indeed. It never had in pyalsa.spec.
