As stated in the changes file, the version history can be found in accompanying README.rst.

I thought repeating the comment which referred to the README.rst for every new version would be a bit redundant.

Except that the changes for 0.2.0 can't be found in README.rst. This is why the guidelines demand some changelog review of the packager.

With all that, what should have been sent to factory:

- Update to 0.2.0
  * No changelog was provided
