Please submit a fixed quota-nfs without the /var/adm/fillup-templates/sysconfig.rquotad file for this.
To be more consistent, I like to suggest the usage of a separate file in the quota-nfs package adding the
relevant information to /etc/sysconfig/nfs - a detailed description can be found here:
http://old-en.opensuse.org/SUSE_Package_Conventions/RPM_Macros#3.7._.25fillup_only (man => cron example).
So users who do not install the quota-nfs package would not get the additional VAR in /etc/sysconfig/nfs, but
if the users do, they would find it at that place.
