Is it really necessary?
Sure, otherwise there is no CMake 3.11 for SLE 12 and Leap 42.3. And those are currently our most recent released versions. There is enough insane software which requires the lastest CMake. Boost comes to my mind first.
Current boost builds fine without cmake. Also note that this is not some backports project but devel project for Factory
