The wording for the license comment is really strange (both lines)
Also, the license is not CC-BY-SA-4.0, but has an exception (unfortunately not yet filed with SPDX, see https://github.com/KiCad/kicad-footprints/issues/775).
Scrap the empty line between %build and %cmake

You should also include a "%make_jobs" in %build, otherwise "make (all)" is implicitly done during "%cmake_install".

I shouldn't submit when I'm tired, Debian use "CC-BY-SA-4.0-with-exception" and define the license text, in 5.0.0. ps. I didn't make a changes entry for kicad as well.
