Emerald was a popular window decorator for the Compiz window compositor.
Smaragd is a port of Emerald to the KWin window manager for the Plasma
desktop.
Code is from upstream https://cgit.kde.org/smaragd.git/
Package was in my home for > 12 months, but I could not see if someone searched for it.
Build tested on 42.3, 15.0, and TW.
and use osc vc -m "..." for your changelog entries, they shall use UTC
