New package need for graphite-web and icingaweb2-module-graphite.

- update to 1.1.4
- clean and rework spec to better correspond with python-carbon
and graphite-web.
To use graphite-web it is always need python-carbon and
python-whisper. All three packages are from graphite-web.
- add python-whisper-path.patch to preallocate paths for graphite
- update to 1.1.2
- remove patch add-now-param-to-fetch-calls.patch,
because now in upstream
- convert to singlespec
- Optionally specify fixed 'now' to fetch()
