@sndirsch are you sure wayland removal is correct? Now, both the %if and %else part look the same and could be collapsed into one.
The only change I see here is the addition of surfaceless for both cases, which was intended. I also don't see both cases would be equal.
Maybe you should reconsider enabling vdpau for tegra, it just got disabled in mesa master: https://cgit.freedesktop.org/mesa/mesa/commit/?id=401dca1c73cad4e6ac3137fdd5513e350d060f25
