Hmm. I see adding a license is mandatory according to the packaging guideline. Can it be made a rpmlint rule - it should at least be a warning. Anyways, new request coming shortly.
No safe way to ensure it is really missing, it can be installed by the build scripts and not manualy and thus it would be invalid warning/error.
