* the new whitelisting is packaged in a separate subpackage, because it is
not needed for normal operation, only during OBS build time for rpmlint to
find it.

How is this supposed to interact on the distro build? Is rpmlint-mini (the one actually used to run the rpmlinting during build) going to gain a new build dependency on this package in order to also copy the content into its own runtime environment?
Exactly, rpmlint-mini will receive this subpackage as a new BuildRequires and embed the whitelist. It already has a BuildRequires for the polkit-default-privs main package.
