The fix is 'working', but is wrong. As far as I can see does this package not provide a pgsql plug in (loaded by pgsql) - which means the usage of pg_config is wrong. Configure should query pkgconfif for the pgsql module

kdb looks for catalog/pg_type.h to build its psql driver. This header was moved to -server-devel.

and afaics, postgresql11-server-devel doesn't install any pkgconfig file we could use.
