Thats some code coming directly from doxygen. I have raised an issue: https://github.com/doxygen/doxygen/issues/6901
Unrelated to the license issue: Three tests are disabled, although these have been fixed in 0.9.8 resp. 0.9.9.
The CMake patch is broken, "CMAKE_CURRENT_BINARY_DIR}" is obviously wrong.
