In the past, python-tornado was at version 4.x; I'm not sure if you'd not want to 'phaze' the swicth to the split python-tornado package. maybe like this:
Once this is all in and settled, move to tornado 5 (only updating the meta package needed)
This would then require adjustments on the packages not running with tornado5, but at least all the infra would be in place to actually do it (and devel prjs would have the same infra available, being less confusing to devel prj maintainers)
