This https://bitbucket.org/KyleLancaster/simplekml/downloads/simplekml-1.3.0.zip should work, shouldn’t it?

The zip-file you mentioned is for version 1.3.0 (not 1.3.1). This file as well as the tarball from pypi do not have license files included which I think is mandatory for for Factory submission.
