There is probably no need to stage this yet, because Rust won't compile with this. (We need version 1.42 or a backport of the necessary changes.) If you do, stage it with sr#788185 and low priority.
"Do not stage" -> there is only one solution: do not submit :)
other than that: there are no 'low prio stagings' - they are all equally high/low priorized
Can't move to LLVM10 yet; rust does not yet build with this setup
Rust update to 1.42 is in sr#790176, but we're also still waiting for legal review of
llvm10
