Usually there is a reason why leap contains a newer kernel, newer compiler, newer library than SLE. Have you checked as to why this was done in Leap?
the bot did a stupid thing via https://build.opensuse.org/request/show/789883 , this is really unusual bot tries to switch source origin from SLE to Factory, I'd guess something went wrong at that moment thus bot confused, unfortunately this is really happens rarely, not easy to debugging it after a month later now...
