Given that the ServiceReport is now included in systemsmanagement repo does this means it accesible using zypper if PackageHub extension is enabled?

No, for that it would have to be added to a stable release and then Backports which are then released as PackageHub.
However, systemsmanagement builds against SLE15 SP1 so you should be able to install the package from here on SLE15 SP1 and later.
