Overview
Bazel.i586 is not installable, as bazel3.4 is excluded on i586
And the problem is that we need envoy-proxy and cilium-proxy to build on i586?
If bazel3.4.spec has ExcludeArch, and bazel requires bazel3.4, then bazel also needs that ExcludeArch.
