To complement papirus-icon-theme I'd like to submit and maintain papirus-claws-mail-theme in Factory. Therefore I'd like to use X11:common:Factory as devel/feeder project.

Would this oddly make more sense in server:mail only because that is where claws-mail lives?
That was my first thought too, but the "server:" bit changed my mind. But if you prefer to have it there I'm happy to use server:mail.
Don't we prefer to keep all themes in the same place?
No, all the enlightenment themes are in X11:Enlightenment:Factory for example, i'm guessing the Qt / KDE styles are all built in those devel repos. GTK themes are slightly different though as they are used by a range of desktops
So, what now?
why don't you include the theme in the main Papirus package and make it create a sub-package?
