fedora-messaging is a very low level message bus. There are many similar message bus' in d-l-py. Having "fedora" in its name is because of its origin. It is a companion to fedmsg, which has been in d-l-py for a long time. The following uses are either unrelated to Fedora, or have outgrown their Fedora origins.
- resultsdb (https://fedoraproject.org/wiki/ResultsDB, for which we have https://build.opensuse.org/package/show/devel:languages:python:avocado/python-resultsdb_api twhich probably should also be in d-l-py as it isnt an avocado component - it is also Fedora Infrastructure)
- WaiverDB (https://fedoraproject.org/wiki/Infrastructure/Factory2/Focus/WaiverDB)
- greenwave (which sits on top of resultsdb and waiverdb), and bodhi
- nvchecker
- openqa (in factory, several parts in d-l-py)
- autocloud (https://www.autocloud.dev/)
- anitya (the software for https://release-monitoring.org/)
- baangt (another QA framework; https://github.com/Athos1972/baangt)
i.e. while there is a valid case for the copr-* packages not being in d-l-py, fedora-messages is used by many types of software, unrelated to rpm and Fedora, and thus belongs beside similar message bus' in d-l-py
