Thanks for your sr, but:

• The URL redirects to https://github.com/moio/tetra which doesn't seem to be the same pkg that's here. For starters, that URL says the software there is BSD-3-Clause License, not non-free. The latest tag is 2.0.6 upstream, if that GH project is indeed the right upstream.
• Source0 needs to be a full URL to the tarball so that integrity checks can be done on it (for example by Factory bots).
• Specfile needs to be run through spec-cleaner. Among other things, we don't use %defattr(-,root,root) for file lists any more.

This -kit package is not meant to be released. It only contains the maven cache (a collection of .jar files) that is needed to create the build environment. Thus - there's no unique license (probably hundreds) - there's no 'upstream' tarball - there's no useful upstream url, hence the link to "tetra" as the tool to build the -kit package
