@computersalat and @darix: anything witholding you from accepting this change?

We really need to switch to the apache-rpm-macros. The apxs tool that is used to extract settings from /usr/share/apache2/build/config_vars.mk no longer lives in %{_sbindir} for a while already and the compatibility links to apxs2 have been removed in the Apache development repository as well.
