- cleanup the .gem.* dirs that rubygems creates on 3.0

- add support to package rubygems plugin dirs
as the file is conflicting you can only have one version of the
same gem installed if it provides a rubygems plugin. at least for
now
- disable docs and testsuite packaging by default
- support --no-document option
