please, be extra careful. This commit added a build-cycle to the Java:packages project because junit5 depends indirectly on apache-commons-lang3. Fortunately, this dependency was pretty bogus, since we don't build with tests. It would be still good if you had a quick look to see whether you include circular dependencies or not.
